GPU 100% but not max speed FURMARK

Related to my previous threads. Depending on the application it will use lots of load from my gpu. But the speed down clocks similar to the Crimson down clock bug a long time ago. I tested my GPU on furmark and even there my GPU doesnt use 1020 and my temps are perfectly fine. Anyone know why?

GPU: Sapphire R9 Nitro Fury (1020)
CPU: i5 6600k
PSU: EVGA Supernova 850 G2 GOLD
MB: ASUS z170-E
RAM. 1x Ballistix 4gb 2400
1x Ballistix 8gb 2667 - DUAL CHANNEL.

GPU is connected through the VGA 1 & VGA 2 ports on PSU

GPUs are basically always running at 100% load when something is using them. For example just normal video watching puts the card at 100% in windows task manager.

I mean I may be wrong but I am quite sure that is the deal, my current card and old card did the same thing.

My card doesnt even use 3% in video browsing. My card will run better for about 30 mins and then just sits at 300mhz on video watching (Thats the cards lowest speed) my point is my card runs good for a while but then runs like crap later

I already did that before. My card has never crashed my system. Im sure its probaby just drivers that are buggy with my bios version or another related issue
