Question GPU (2080Ti) running at PCIe x16 2.0 @ x2 but capable of x16?

I've been getting some unoptimal performance in games.

Could this be the problem and how do I fix it?

gpu seated in 3rd pci-e slot I believe? there's 1 below the CPU (wont fit there), then an x1, then its seated in the one below the x1

5820k, asus x99 deluxe ii, rtx 2080 ti hybrid, 32gb corsair vengeance lpx ram, intel 970 ssd pro, seasonic 1000w platinum psu, windows 7

Usually it's always the first PCIe Slot.

Both 8 pin cable from your PSU are plugged in right?

Yes, it's two 6+2's.

I am going to try to move it to the first slot.
