Gpu and Case fans aren't workingand my pc doesn't recognize my gpu.

I'm new to pc gaming and I recently purchased an xfx 480 to replace my gtx 750 ti and a new psu. Now my case fans and the gpu fans are no longer functioning and my gpu isn't being recognized by my pc. When i use msi afterburner and when I check my hardware settings the rx 480 doesn't show up. I already tried it out with my previous gpu and i still got the same results. I also installed and uninstalled the amd drivers multiple times. Any help would be greatly appreciated.

I forgot to mention my cpu is an fx6350 and it's fan is the only one that seem to work. My motherboard is a ga-78lmt-usb3.
