Question GPU and CPU are not being pushed.

So when I do a benchmark my card and cpu are pushed to peak performance however when I play a game like rust or csgo my card and gpu will no go over 40% and FPS tends to stay low.
GPU: GTX 1080 8G
CPU: Ryzen 5 1600
RAM: 16G
Dont know what the motherboard is but its a mini MSI board
and a 700W power supply

Does it behave this way in all games or just a few?

Have you checked temperatures when stressed HW (e.g. using OCCT) ?

All games and my temps are good

Then there are probably not any failure, your computer seems to work good as it should.

Maybe you have some settings ingame that need to be tweaked.

Ive tried turning the graphics down and changing some other settings fps stays around 30-40
