GPU and CPU don't use max power.

Hi! I have a MSI GE70 2PE Apache pro with i7-4700HQ and a GTX 860M, also 16GB DDR3 RAM. The problem is that games lag and both the GPU and the CPU don't use their max power. Usually only around 40%.
