Question GPU and CPU fans stuck over 1k RPM

hey guys i'm new to the forums but after i woke this morning noticed my case really loud after coming out of power save mode
so found it odd and downloaded speedfan and i'm seeing my cpu fan at 4000 rpm i'm uhhh then i go bios set fan speed settings to silent reboot then it's down 1k idle normal not the case my ryzen 3 3600g fans run fairly low when not in use
and my gpu fan almost don't even run when not being used
radieon 570 8gig 3 fan gpu
and that's running at 1k idle just typeing here it's pushing 1102rpm

all sudden they stooped making such a loud noise
could i be hearing them wrong and it's something else that's making loud fan noise because fans look normal like in fact gpu is up to 1160 now
but noise has all sudden stopped could cold temp in my room cause this issue being that it's really cold today ? i'm so confused

if it happens again,
roll up a piece of paper, and take side panel of case off, and listen through the rolled up paper to isolate the sound source.
Given most PC only moving parts are fans, its probably going to be one of them.

oh i was trying to use gyazo to post link then try'd putting the link into image icon thing too that didn't work
but i'll def try rolled up paper so i can try pin point what fans was doing it hard to say 9 fans in total in case so that's a good tip thanks i'll report back if does again and i can pin point what fan might be hopefully it's not cpu fan or gpu fans maxing out i can't afford to replace anything at this time case fans are whatever thous are really cheap

prob won't belive this i found issue it was a bug with msi after burner sister programe river tuner i had uninstall river tuner then remove registery wolder in regedit called unwinder
then uninstalled msi after burner and rebooted and noise stoped completly
but before that every game i loaded up would peek gpu to 70-100% fan speed then after removing river turner it started doing it i'd say every 20 secs then go for 5 secs then after a reboot and removing msi after burner and rebooting it stoped completly loaded up monster hunter world max settings not a single issue i was alright that's hard on my computer what else ark loaded that up uses my gpu to max so nope didn't push fans to loud noises like before played fornite for several hours not a single fan spike well i guess that was issue ! so if anyone else has this problm and needs help fixing it with these stetps and needs more detail just reply and i'd gladly walk you threw in more detail
