So this is my build http://pcpartpicker.com/p/B8YYMp

I want to know what are safe OC for this GPU and how much should i boost my CPU.

I have been having a poor gaming experience, for example in far cry 4 in medium quality, and i have seen videos of gtx 950 on ultra settings in that game, of course i don't have an i5 but i think the cpu affects that much the PC, i think the problems is the drivers. Because i can get between 25-45 fps on medium quality in farcry4. Nvidia experience says i have some drivers to install but i think its some vr stuff..

You should always upgrade to the latest drivers regardless, and should only downgrade if you are having problems with the upgrade.

With that GPU and FC4 on Ultra, that is actually the expected Framerate you should be expecting, that is true. So, it is not a driver problem.

Now, what your thinking is that if your CPU is bottlenecking the GPU, I don't think so, it shouldn't at all. So, you can attempt to overclock your GPU first to see if you get better results.
I recommend using MSI afterburner to adjust the numbers on the GPU overclock as it is generally safer to do so using it rather than not using it.

I can't give you specific numbers to put it, they vary from card to card (even of the same model), so it is best that you look up...

Also, take note of the temps of the GPU, if they exceed 75c+ under load, then it is in the danger zone of burning out. Ensure you have proper cooling. But it won't hurt you to try first.
