[SOLVED] GPU and CPU running at 30 percent while gaming, cpu at 68 degrees celsius,

I get insane FPS drops. From 100 to 25. MSI afterburners tells me that my GPU and CPU are running at 80-90 percent in the first 15 minutes or so,but after that GPU and CPU stays at 30-40 percent with like 25 fps. I dont know what this is. I am using a 1,5 year old HP x360 with i7 and 8 gigs, GPU is MX150 with 2 gigs VRAM. I cant even play minecraft without it dropping tot 25 FPS... Please help me.

But how are the temps? Lower performance after some time of gaming is almost certainly thermal throttling.
Also, i7 is the series ,not a cpu model.
