I have a I5-8400 can it handle a 1080 TI?

Yes it can, but only at 1440p or higher resolutions. Anything lower than 1440p will be wasted performance and most importantly your hard earned money.

I agree, but if you can get a 1080ti for a good price then I would buy it. Otherwise just get a 1080(if its cheaper then a 2070) or a RTX2070(if the price is cheaper or on par with he 1080)
