Question GPU and Motherboard flashing LEDs after shutting down my PC ?

This started 3 days ago, so my graphics card and mobo beging to flash whenever I shut down my PC
Also it wont turn on once i turn on/off the switch of the psu, it only turns on when time has passed and the PC is discharged.

I believe it is the PSU but im not sure, cause i dont have enough money to just replace the psu and turns out it wasn't the damaged component, what do you guys think, did this happened to you before?

I also should say about my history, my gpu died (rtx 3060ti (6 months of use)) so im using my old gtx 1070 which always cause this weird pixels whenever i turn on my pc on the bios loading screen and some times when playing heavy games this card freezes a bit the game and then continues idk if this additional info may help, so i gotta replace my gpu, but not for now still need to safe money, but now im not sure if my psu is dying too...

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I also should say about my history, my gpu died (rtx 3060ti (6 months of use))
This would be a point of concern with your rig and perhaps the PSU's ability to power anything else moving forward.

So i checked my psu with a psu tester, and based on what i looked for, it seems the psu is working correctly, also tested jumping the psu and fan is working as well, the mobo is throwing cpu led alert, i also turned on the mobo without the cpu and still getting cpu alert, i think it might be the mobo that is damaged, any suggestion?
