GPU and PSU fan not running

Hi. I am very upset with what's happening to my new hi end PC. First let me tell, I live in Kolkata, India. The temperature for the past few days is hovering around 40 degree Celcius and the my computer temperature is showing at about 55 degree Celcius when no game is running. The thing which is worrying me is that the GPU(Asus 980gtx ti OC) fan and the PSU(Corsair RM 1000X) fan are not running.I have checked the status of the fans when I am playing games like GTA V and even then they are not running. The temperature is shooting upto 60 degree and the computer is shutting down or getting freezed.

My Specs: Thermaltake Cabinet
Corsair RM 1000X PSU
Asus 980 gtx ti OC
MSI z17a Gaming m7
Corsair H80i GT CPU cooler
Intel i7 6700k CPU
Samsung SSD 850 pro
Ballistic ram (2*8gb)

Please help. I need a solution quickly. It is not only my gaming PC but I also use it for my studies. I have couple of exams to come and I am screwed up.

Your PSU and graphics card is programmed to run only when it hits a specific temperature(don't remember).
Use MSI Afterburner to program your graphics card fan.

I'm from Chennai. The Indian summer this time is too hot

But what is the temperature when it starts running? Is it normal for a system like this to crawl over 55 degree Celcius?

The PSU is running at 'zero rpm mode'.
Which temp are you referring to? Proccy or?
