I'm buying new PC components today and I was wondering if ASUS GTX 950 2GB is compatible with my rig. Im also gonna buy 2 pieces of 4GB RAM, what will be the effect of having 2 RAMs instead of having just 1 8GB RAM?
MOBO: MSI B75A-G43 Gaming
CPU: i3-3240

Yes a 950 will work in that motherboard.

Going from 1x8GB stick to 2x4GB sticks of the same speed will have a small performance increase. These will be capable of running in dual channel mode. However, nothing is stopping you from attempting to use all 16GB of the memory. Many boards support a 2x4GB + 8GB in dual channel mode as well. Check your motherboard manual for memory slot population configs.

The graphics card will fit your motherboard and can communicate with BIOS. The only limitations will be the size of your case and your power supply. What case and power supply do you have?

As for the RAM, having two sticks allows them to operate in dual channel config, theoretically doubling your memory bandwidth. If the two sticks are not a kit, I cannot guarantee that they will be compatible with each other. Even two copies of the same stick may not be compatible with each other. Memory compatibility issues range from the motherboard failing to POST, to Windows failing to startup properly, to the system exhibiting unpredictable behavior and just being generally unstable (I call this a ghost in the system). The only way to guarantee that two sticks will be entirely compatible is to buy them as a kit.

Why would you suggest not buying GTX950 right now?

Because as I said you can usually find the new GTX 1050 for the same price and its faster.
