So I had a GTX 1060 no problems at all, bought RTX 3060ti, everything was fine.
But I noticed that some lights or reflections sparks or something like that
It is really hard to catch it happened in cyberpunk a lot but was not able to catch it
Then I was trying the new san andreas and found it really easy to film it when I look at the night sky and move.
The video: 2021-11-16 21-38-11 (streamable.com) these sparks also appear on street lights, on some glass reflections and so on

I just want to know what even is this?
I already tried messing around with memory clock(undervolting)
Tried DDU gpu drivers, and installing fresh ones
Tried reinstalling windows
