Question GPU at 100% Usage

So, my friend is having troubles with his desktop. He's been having troubles with it for a while.
He had an AMD cpu(dik what one)
16gb ram
1 TB HDD
GTX 1080
His GPU usage would sit at 100% all the time, and it caused issue with FPS drop.
He tried many different things including a different build of windows 10, different graphics driver version, and even setting everything to low in Apex.
But he would always get FPS drops. It came to the point of being unplayable.
Recently, he got an HP Omen desktop. Everything is brand new.
i7-8700
32 GB ram
500 GB ssd
1 tb hdd
RTX 2080
He even moved it to a different circuit for power. (i didn't think that would be an issue, he did it anyway)
He still gets FPS drops with the GPU pinged at 100%

We literally don't know what to do at this point.
any help?

dont know the PSU make and model. (friend isnt THAT knowledgeable about pcs) but he does know its 500watts. and yes, we have scanned the system for bitcoin mining virus. We used malwarebytes. if you have any other suggestions. let me know

  1. Is the GPU at 100% load even when browsing?
  2. What software are you using to monitor FPS and GPU load?
  3. Is it the same power supply from the old PC?
  4. Apex is an online multiplayer game. Are you sure its not just a bad internet/network connection causing latency issues?

Out of game? No. Anytime in game, yes.
GPU load is viewed by task manager
FPSMonitor is used to....monitor the fps lol
No, everything is completely new. As i said, Brand new HP Omen
Yes, cause it does this in other games as well.

Check the Nvidia control panel, maybe you turned on any option that it is causing the game to lag, also, i have experience on the windows task manager to report strange GPU usage, in apex I get 20% running it smoothly at Max, so maybe the reading is not accurate, also check for processes using any high values of cpu or GPU.
Btw, what internet connection are you using, it could be causing the problem.
