GPU at 99%?

I have been playing with this setup for a while and no problems until today. When I go into my game (FFXIV) my second GPU shoots up to 99% and my first to 65% while staring at a wall a few feet from my character. Also due to the high usage I'm am now experiencing screen taring and fragmenting which I also never had happen before. Any help with this issue would be greatly appreciated.

This, also, FFXIV may just be GPU intensive.

AMD Radeon 6970+6950,
16 GB DDR 3 Ram,
Corsair TX650 Power Supply,
CM Storm Stryker Case

According to http://www.game-debate.com/news/?news=10732, the 6950 and 6970 should crossfire OK. I don't know which is first and second.

Usually the primary card (nearest the cpu) carries most of the load (and gets hotter).

Have you tried with just one card at a time? (to check they are both running OK)
 
I did not try them one at a time, and the 6970 is the closer one to the cpu. This is why I don't get why the second one is spiking to 99%. As far as the performance pre-issue, it was amazing. I could do the 24 man raids on almost maxed out settings with no lag and the cards weren't maxing out. Could resetting them possibly fix it?
 
No not overclocked, I meant taking them out and re inserting them. It fixed my friends problem. I did just run 3D Mark 11 benchmark and that ran fine. gpu 1- 99%, 2- 80%+ I did turn off x-fire and tried the first card in-game and the % went up and down with the graphics settings.
