gpu backplate really hot on idle

Hello,

1- Is it normal for the backplate of the gpu to get really hot on boot and in BIOS ?
Even in BIOS without changing anything the backplate gets really hot specially on the right side(the side of the PCIE connectors), with all settings set to default in BIOS
Also the three fans on the gpu are not running in this situation
The GPU is MSI GTX 1080 DUKE: https://us.msi.com/Graphics-card/GeForce-GTX-1080-DUKE-8G-OC

2- Also the cpu temperature in BIOS is 40C to 45C with the Wraith Prisme Cooler and the thermal paste that came with it. Is this normal ?

Please if anyone can help, it's a new gpu

Don't go by the CPU core temps in BIOS. Read them in Windows.

If your gfx card has zero decibel fans, they won't come on until ~60C. So check the GPU temp. If it is normal, you're OK. The purpose of the back plate (aside from esthetics) is to act as a heat sink for the VRAM and other heat generating components.
