GPU blew some fuses and capacitors, friend fixed the GPU, but now it won't boot.

I was playing fornite on my desktop last year when it shutoff. My desktop would boot, but it wouldn't POST. My friend took my GPU apart and found some fuses and capacitors had burnt up. He replaced them and got the GPU to work on his rig. He was able to boot and post, and ran a stress test for a few hours to ensure that it was working.

So I got my GPU back and put it in my desktop and still no posting or booting.

Here's what i've tried:

  • I bought a completely new PSU and it didn't change anything.

    When I plug in only one of the GPU power cables, or when I have no GPU power cables plugged in, then my desktop will POST, but not when I have two.

    I've confirmed that my desktop works using integrated graphics.

    The fans spin on the GPU and everywhere and there's a light on the GPU that turns on.

    I only have one PCIE slot so I can't test another one.
What I'm thinking is that the problem lies in the motherboard but I'm not sure, any ideas?
