gpu blocking other pcie slots

Hi guys so i have the Asrock x99 killer mobo. I have 2 980 ti and i have a wifi and audio card. the board had 2 pcie 1 slots and then has 3 pcie x16 slots. The board for a sli setup needs me to put the 2 gpu's in the 1st and 2nd pcie x16 slot. when the card is inserted they 2nd gpu blocks one of the pcie x1 slots. this eliminates the ability to either use my wifi or audio card. I do know that you are able to insert a x1 card in a x16 pcie slot but for somereason the audio card just outright does not work. When it is in the pcie x16 the motherboard just doesnt detect the card. And then when i try to plug in the the wifi card into the pcie x16 the computer acts as if i didn't have any drivers for my one gpu plugged in. the screen becomes large and fuzzy as before you fist download your gpu drivers. Then the keyboard does not work, as i try to type nothing will come up, and the mouse also does not work. BTW all the parts work perfectly fine its just when i try to add the parts to the last pcie x16 slot. so my question is there any way to get like a pcie x16 extender or something or how would i be able to make the card fit in the 2nd pcie x16 slot without blocking the pcie x1 slot that is right above it so i will still be able to plug in the video or wifi card in the pcie x1 slot right above it.
 
This is a strange issue but I believe it comes down to the CPU you are using, take a look at this right around the middle of the page where it discusses the configuration of the PCIe slots:

Sounds like you are running out of PCIe lanes based on the configuration. I realize the one in the review is a different model, but yours likely has a similar issue in setup.

I wonder what would happen if you moved the second 980ti to the bottom slot first. Then if it works right try your other cards in the middle now open slots.
 


Unless hes using a 40 lane CPU the third slot will only run in x4 mode, so no SLI in that case.
 


You're right I found the manual and this is not the solution.

That said if he is using a 28 lane CPU and an M2 SSD that will disable PCIe5 slot which would cause this issue.
 


im using a i7 5820k so it does have 28 lanes but that said i dont have a m2 ssd plugged in and the manual it says for 2-way sli i should have the cards in the 1st and 2nd pcie x16... would this eliminate the ability of being able to run sli in the 1st and 3rd pcie x16 slot??
