Question GPU Bottlenecking a 5820K

I have a Intel 7-5820k with a GTX 1070, also have 16gb ram @ 2933 speed.

I was thinking about upgrading to a RTX 2080 Ti FTW edition to play 4k gaming, Will i get bottleneck and lose fps? Is the FTW card any good?

Not at 4K. The gpu is the limiting factor long before the cpu at 4K.

At 1080p/1440p or similar this would be different.

I think it may a little.....or it may not.

I am running an RTX 2080 Ti FE with an i7-7800X and the CPU hasn't slowed the GPU down at all. (all at 4K)

The i7-7800X is a little faster than your i7 but not by a lot. See below.

What about 2k how much will that affect it?

Difficult to say a figure, it would depend on the game. I would say a 5820k is a good pairing for 1440p, it may not achieve the same FPS as a 9700k/9900k but I doubt enough to worry about.
