Question GPU buzzing noise , and black screen ?

hi
first of all , my pc specs :

gpu = rx 6600 xt red devil
cpu = i3 10100f
mobo = b460m asus prime
ssd = 2tb s11
psu = green hp evo 800w

my problem
When i use my pc there is a buzz sound which comes from gpu (I think it is the source) but gpu fans are off and the gpu is not under load.
When i use paint (or writing in to pdf in microsoft edge) exactly when i create a new shape (holding mouse left click on paint ,) the sound will increase a little bit and when i release left click the sound will decrease.

When i restart my pc the sound will decrease for couple of minutes and, more importantly, sometimes fps will drop in paint (yes in paint) and after that some black screen happens.
But in game everything is okay, no black screen , no fps drop.

I am using Windows 11 and drivers are updated.
What could be the problem ?

^ Is that your PSU in the build? If so, please swap that out for a reliably built unit. That 800W sticker doesn't make it a reliably built unit.

Could be coil whine. Might want to include a video with audio to help corroborate your story. You're sure the source the noise is from the GPU? Take an A4 sheet and then roll into a cylinder, hold one end of the cylinder to your ear and probe for the source of the noise.

about psu :
yes,that is.i know You haven't heard anything about "green" psu's before
because green is a local brand(it is a brand in our country)
but it is very popular brand and people love it , specially green psu's are trusted.
but i bought the used one(i mean i bought psu from some one that used this psu for 1 year(sorry for bad english))
(green psu's are a rebrand of high power psu's as i know)
