GPU capped to 60 FPS (not because of vsync)

Hello

As the title says my GPU is capped at 60 FPS. This is when I play games like GTA, CSGO and every other game. The thing is that when I tab out or play the games in windowed mode, the FPS rises to about 120.

This is quite annoying, but truth is that I imposed this problem upon myself a few years back. I think I had some issues with a game and through some reading on the internet, I figured that I should cap my games to 60 FPS to match my refresh rate of 60 hz. Today I do not remember how I did this, and therefore do not know how to get my previous FPS back. This is why I have come to you.

VSync is turned off, and the FPS is still 60, so that is not the problem. From the little memory I have of the time, I think I did it on native software without installing anything third party (though I will not deny I might have). I also remember typing 60 somewhere, but I might be wrong. As you can hear my memory of the event is bad, but hopefully you can still help me.
