[SOLVED] GPU causing "ethernet doesn't have a valid ip configuration"

My problem is as mentioned in the title.

My new GPU (3080, not sure if important) is causing ethernet to fail with the error "ethernet doesn't have a valid IP configuration" and sometimes "default gateway not found" whenever installed. Before you start sending generic fixes in the replies, I tried turning off quick start in power options, DCHP settings, resetting my router/modem, and I even tried connecting to a completely different network and router with the pc. None of these worked, and I was left with "ethernet doesn't have a valid IP configuration" after every troubleshoot.
Here is an 'ipconfig/all' from time with 3080 in.

I decided to test if the error would continue if I swapped back to my old GPU (2070, still not sure if important), and to my surprise, the error was gone. I restarted my PC several times to see if it was a fluke, it was not and I no longer received "ethernet doesn't have a valid ip configuration". Just to be 100%, I swapped my 2070 with the 3080, and I started to receive the error again.
Does anyone have any ideas about what's going wrong with the 3080 compared to the 2070? Any potential fixes will be greatly appreciated as I'd prefer to be able to use my 3080 as a GPU and not a paper weight.

Solution
Sounds like a Windows issue do me. You have used DDU to uninstall the gpu drivers and started fresh right? At first this sounded like a power issue, but you do have a decent psu. How do you have the gpu power cables configured. You need a separate cable for each connector on your gpu.

Manually download the GPU drivers via the manufacturer's website.) Reinstall and reconfigure. No third party installers/utilities.

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition.

What are the max/peak wattage requirements for each GPU?

Full GPU specs?

Use a bright flashlight and carefully inspect the physical installation of each GPU. Look for any differences where they touch, how connectors engage, sagging,
cable paths.

Ok I just found a lame fix, I don't even know how long this fixes it for though.
What I have to do to use ethernet is connect to the same network's wifi. After I connect, I can disconnect and the ethernet works perfectly. I don't understand why this would fix it, but it does. If anyone has any ideas for a more regular fix, please send your ideas.
