[SOLVED] GPU causing games to look really bad ?

Hi :)
This bad quality in my games is the worst thing I can live in my life ):
I don't know what is the problem with my gpu, I would not like to be told that it is a physical failure, but this happens on all games.
I'll put here a video that I uploaded on YT then y'all can see it yourself.
Look at Cloud's hair and the details of some grass, it looks like "grainy" textures.

Any suggestion about this problem?

My specs:

i3 10100F
16GB RAM 2600MHZ
MSI B460M-A Pro
EVGA GTX 970 SSC
PSU 450w INSIGNIA 80 plus

First off, the PSU you're working with is lackluster in build quality. The second part is the PSU is short on total power for the entire system while you have a GTX970 in there. If I were you, I'd have looked into a 550W~650W reliably build PSU to power the entire system. In fact, see if you can source a donor PSU that's reliably built to rule out your existing PSU being the issue.

I'd also ask you to check and see what your OS is, it's version(not edition) and the BIOS version for your motherboard.

I will change the power supply and report back to say if the problem was solved or not.

I guess since I have had that power supply for 2 years I have been playing Russian roulette, I guess it makes sense that there is some failure for not having enough watts, I am not very knowledgeable on the subject and I thought that as long as the PC does not shut down due to insufficient power, everything was going to be fine.
