Question GPU Clock drops to abysmal levels randomly

Hello, few weeks ago I encountered an issue when randomly playing, my GPU would just fall down to terrible performance for some time, only to go back up some time later. This would happen every couple days or so, sometimes few times in 1 day but not too often. Other times my frames are as they should be. I checked wherever I could, and it seems that my GPU clock drops to 200 from usual 1800-2000. Any idea what can cause this? Fps goes from 165+ to 40-50. No throttling, temperatures stay the same and even drop to around 40C for GPU, so it seems that it's not utilized at all. This is not a constant issue so im assuming its not a faulty GPU since if it was it would persist constantly? Also i can force it to go back up by increasing the clock slider in MSI Afterburner (also increases fps), but i dont wanna do that as if it returns to normal my clock is still increased and that could probably fry my gpu? if it goes to like 3k clock idk

This is an HWINFO log file, would appreciate a lot if some bright mind could look at it and tell me the possible issue or solution. First low performance, then it goes back to normal (on the timeline)


GPU is 3070 ti ASUS TUF

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)


check the hard drive for errors with its manufacturer´s tool

Did the windows integrity, it just said that the recovery was succesful. Don't really know what that means? Does it say that there was an error?

I have already done memory and drive tests, both are fine (also upgraded my memory and the problem stayed, so definitely not RAM issue)
