Question GPU Clock randomly jumps to 100% and GPU usage jumps to 98% causing freezing.

Hello, the title describes my problem. It is quite random and occurs when I am and when I am not playing games. The computer will freeze but I can still click on things and they will not load. I thought it was a hard drive problem but am curious if it is a GPU problem. I have been watching my GPU clock and GPU usage and it will randomly use 100% of the GPU clock and a high percentage of usage while I'm doing nothing. Sometimes it will happen and freeze my computer. Any thoughts?
