GPU Clock Speed Differences?

There are many GPUs out there that I would really like to have. I am just really trying to figure out,
can you notice:
1) 0.1 difference in a clock speed measured in Ghz?
2) 0.01 difference in a clock speed measured in Ghz?
3) Where is that point where you finally can start to see a difference, or for that matter tell?

You can really only compare clock speeds to cards of the same type - ie. two different brands of GTX 970, for example - because there are many many more important factors in a GPUs performance. When comparing (as in the aforementioned case), a difference of 0.1 is quite noticeable, but 0.01 will make virtually no difference. It all depends on the percent difference - a GPU clocked 10% faster than another GPU of the same type will perform 10% better

I am trying to lower the price to closer to $800. Now, I am not sure to go with the R9 290x or the GTX 970. Both cards I see do better at certain games than at others. Please help!

its very simple if you were looking at two versions of the same card one at 1000 mhz and one at 1100 mhz the higher will produce at 10%faster rate. this is negligible between different cards. if you are measuring in fps you notice as soon as you do it by higher max and min fps. yes i have a msi gtx 780 and it comes stock at 954 which gets me about 2450 on the valley benchmark at 1225 it gets 3050 which is substantially better.

100Mhz (.1Ghz), you will see maybe 3-5 fps difference depending on the game, 10Mhz (.01GHz) is unnoticeable. If one card is 1GHz and another is 1.1GHz you can easily OC the 1GHz one to meet the same speed as the 1.1GHz one. So if a lower clock speed with the same GPU saves you money, go for it. Just keep in mind you can't compare clock speed between AMD and Nvidia cards.

I'd go with the GTX 970 - It does better on most benchmarks by a sizable margin. Unless you're going to be gaming in resolutions well above 1080p - card performance at ultra-high resolutions can be vastly different than its performance at HD (in this case, the GTX 970 outperforms the R9 290x in HD, but the opposite is true in Ultra-HD)

For gaming and to lower the price, chop off of the CPU first, then take off the GPU.

CPU won't make as much difference in FPS as a GPU will.

Performance while saving money at the same time. I noticed by case has 3.0 ports (USB) but my motherboard doesn't support them or something, can you find me a good motherboard?

Also: What would you change?
