[SOLVED] GPU clock speeds are maxed out even at idle ?

I have a 4060 Ti currently running 4 displays.

MSI Afterburner shows both core and memory clock speeds are at max but it doesn't seem like they are
since I haven't had any performance issues that I've noticed.

So far I've:

• Reinstalled the latest GPU driver 3 times.
• Switched to studio driver.
• Obviously restarted my pc.
• Re-downloaded Afterburner.
• Changed the hz on all monitors.
• Changed power mode to normal.

I've been reading other forums but they're from many years ago. Does anyone know a fix?

UPDATE I fixed it by disconnecting my gpu and ram and reinstalling them
