Question GPU Clock

Hi Guys, yesterday I bought RX 570 4GB Sapphire, it was for a good price ($100).
In some games I have some frames drops like (NFS Heat,Far Cry 5).What should be? An bottleneck?
PC SPECS:
Ryzen 3 1300x Stock
RX 570 4GB 256bit
16GB Dual Channel 2400Mhz
MSI B450M Pro Vd Plus
PSU: Corsair NEW VS Series VS550

GPU Clock is : 1284Mhz (I saw it on GPU-z)
Sometimes when I'm alt tabbing my cursor is freezing for a mili second

I just did a stress test on Aida64, and when I stress my GPU, my mouse starts freezing on desktop. What cause this?

what the cpu/gpu temp?
motherboard bios up to date?

Normal temps, Cpu is not going over 58C, Gpu Max 70C , I dont think temps are the problems.
MSI B450M Pro Vd Plus, last bios update I did last month when I added 8 more rams.(Didnt work on dual channel, was beeping with both rams in) so I had to update bios
