gpu clockspeed 0.0 Mhz after crash

Hi!

yesterday my pc crashed while playing a game, and when I restarted it the screen would go black after the windows loading screen. I am able to boot in safe mode and already tried a few things, but when I looked at my gpu in speccy I saw that the clockspeed is at 0.0 Mhz. Does anyone know if my gpu is dead or somthing else? it is a pretty old card, so I would not be surprised if that is the case.

in safe mode the clockspeed is not read correctly but still the graphics card could be defective.

Which GPU is it?
Can you clean it?
Does the fan of it spin?
Check the GPU in another system

The gpu is a AMD radeon hd 7800 series
yes I've cleaned it
the fan also spins
I haven't checked it in another system
