Question GPU Code 43 error device manager

Hi all , so i have a odd problem, on a cold boot ,( ie switch from psu being turned on and first boot to windows) , my rtx 2080 works fine , windows fines it , games play fine at high clocks and temps are round 56 to 69. Now if i was to reboot windows , then windows throws a error code 43 on my card with a yellow ! on it. Now if a turn off the power via the psu switch at the back and then reboot the card comes alive again and no error at all and all works ok. Anyone know what this might be....its been fine for 3 months since i got the card, only started this morning.

I have installed a old gtx 750 , in the same slot and that one reboots fine no matter which way i start it (cold or normal reboot)

i have even tried putting the 2080 in the other pci e slot and it does the same.

Update well looks like Windows sees the card but says there a problem, even did a fresh install.... Still code 43...

Did you use Display Driver Uninstaller to remove the old driver first, and then install the new driver?

Is this a bad habit of yours?
The only time this should be a thing is during a T-storm, maintenance, or moving the PC.
