Question Gpu code 43 GPU: Nvidia GTX 750 TI

I am having trouble installing nvidia gpu drivers, i keep on getting code 43 and being stuck on basic microsoft display adapter. This issue started occuring when I reinstalled windows on a new ssd after previously being on a slow hdd. Also, in dxdiag it reports that the gpu has 6gb of vram when in reality it only has 2gb of vram. I have tried dduing the gpu many times, in safe mode, and out of safe mode. I have tried installing gpu driver versions 452.06, 457.30, 457.51 and 460.89.

Please please someone help me, this is really annoying me.

psu is a 400w bronze rated psu, cant remember brand.
gpu is a evga 750ti ftw

also to note, motherboard is a dell optiplex 7020 motherboard due to me going the route of buying a prebuilt office pc and beefing it up

update: i am going to attempt to clean reinstall windows 10 1909 without a ethernet cable plugged in

update: reinstalled windows, same issue, will try old hdd and see if it works with gpu, if so, i will image from that hdd onto my ssd
