Hi I have Antec X1-T gaming Cabinet..

Does Gainward GeForce® GTX 1070 Phoenix 8GB will fit in my case

Sorry for irony, but the case has inflexible HDD rack, that can't be removed without damage.

Yes, upper layout of 8-pin/6-pin connectors mustn't create a problem with pluggin 6/8pin power cables

I have corsair VS 650 PSU , I think it have 2 PCI-E connector so It will be enough right?

Yes, it has two 6+2pin connectors and 12v rail can provide 600W, wich will be enough for the system with one top GPU.
One thing that I recommend is to provide a good venting in the case.
