No i mean like i tested it on gaming and the NVIDIA settings and its working great, i got the model from brad their support and he helped out, nothing odd happened and everything works besides me being stuck on 60hz lol but it works, lights up and i tested fortnite on all epic settings for a while nothing out of the ordinary happened

Lol no i bought the gpu the 600$ rtx 2070 gaming Z and i figured out the issue, the 6pin was on my cables , works fine now

Frankly, I'm still quite frightened that some mystery 600W PSU from ibuypower in a giveaway is being trusted with a $500 GPU. I think we should deal with remaining safety issues before we worry about the refresh rate.
It would also be helpful to know the make and model of the monitor.
"Working fine" on a power supply means a *lot* more than just being physically functional. You may have been risking your RX 580 all this time if it's a poor quality PSU; I always deal with safety issues first and foremost.
Firing up a game and how it works is not how you test a power supply. A terrible power supply will do that, while leaving your equipment in danger the whole time.
I'm personally uneasy about providing assistance when information about crucial parts is withheld, so I cannot help further with your issue, but I do wish you luck with your GPU.
