GPU core clock and memory clock

why does the GPU-Z shows my core clock and memory clock very low? im using gtx 670 2GB, the core clock should be around 1020Mhz and memory should be around 1502Mhz. is it normal?

Because that's at idle. Your GPU load is at 0%. Put it under some load and see what happens.
