Recently I've been playing ark and what I've found out is that my GPU core clocks would drop from 1999.5 MHz to 1974 and this happens whenever my GPU temps reaches around 60° to 63° any reason for it to be dropping at this low of a temp

Solution

it doesn't seems to have any kind of bottleneck in your...

Yes my FPS drops along with the core clock

check your processor temperature, and check GPU, CPU, RAM and disk usage. Your core clock can be dropping due to CPU bottleneck or you're not providing enough RAM to the game.
Also tell me all of your computer specs

since the temp is fine I'm guessing it's memory RAM, maybe CPU bottleneck, but mostly RAM.
Also check if PSU is working properly

My specs are

-Asus h170m-plus/csm
-MSI GTX 1060 6gb
-I5 6500
-Vengeance LPX 16GB

My CPU while gaming is around 50° to 60°
I have also overclocked my GPU but I don't think that's the problem as I tested it with factory clock and it still does the same thing

it doesn't seems to have any kind of bottleneck in your system... maybe I'm missing something or your hardware is broken, but I can't tell you that.
the last things I got in mind is your PSU is not working properly, your PC is not recognizing all of your RAM or not using all cores when playing and bottlenecking your GPU.
PSU problem is very unlikely, the PC usually shut down or when that's the problem.
Besides that I'm afraid I can't help you 🙁

Solution
I fixed it when you said not using all the cores so I remembered there was a launch option on the game that makes you use all your cores I didn't know what it did before but now I tried and it works

that's nice, probably the limited amount of cores was bottlenecking your GPU, that caused the FPS drop
