So, i just downloaded TechPower GPU-Z and noticed why my FPS is so low on pretty much all games..
First here are my system specs:
i74720hq 2.6GHz
16GB ram
NVIDIA Geforce GTX 960M (as its a laptop)

i wasnt sure how to get a screen shot on here so... i'll type them out.
-----------------------------------------------
BEFOR GAMING:
GPU Core Clock : 1097.1 MHz
GPU Memory Clock: 1252.8 MHz
GPU Temperature: 57 degrees
-----------------------------------------------
DURING GAMING:
GPU Core Clock : 405.0 MHz
GPU Memory Clock: 400.0 MHz
GPU Temperature: 73 degrees
-----------------------------------------------
Can someone please help to explain and fix what is happening here?
Thanks in advance :)

Solution
I guess thermal throttling. Follow the temperature graph on GPU-Z.
In laptops the cooler for CPU and GPU is common, so when one of them heats up, actually both are heating up. In order to avoid overheating, frequency drops.
My advice? Stop wasting money on "gaming laptops" and get a normal desktop.
Could very well be a corrupt driver. Also make sure your screen is running on the gpu by default. You can find these settings in Device Manager.

How would i check to see if it a corrupt driver, and when in device manager, what should i do?

Go into Nvidia Control Panel and click change resolution. See if your monitor is showing up to modify the resolution.

Sorry, i feel like a bore. In Nvidia Control Panel i have 3 options :
Adjust image settings...
manage 3D settings...
set PhysX Config...

Where is the resolution?

C++:
I assume no ones watching this post anymore, however i've found out im only getting this problem on a set game? ... H1Z1.. So any other suggestions of why its happening/ how to fix?

I have the exact same problem!! I was playing Cod Adwanced warfare and at first was able to play with gpu oc:d to +135Mhz and memories to +485 Mhz giving 82 Fps with full details.

Then I did something? and the drivers maybe got corrupted or something but the gpu clock came down to 888 Mhx when stressed in game while unloaded back to 1337 Mhz using Kboost with PRecision X.

I still dont know what happened... nor how to fix it.
