GPU Core Clock not right?

Let me start off by giving you my system specs.

CPU- AMD FX-8350 8 Core 4.33 GHz
RAM- 16 GBs
GPU- AMD Radeon MSI R9 380 4G Gaming
M/Board- ASUS TUF SABERTOOTH 990FX
P/S- EVGA 850w

I have been having an issue ever since I installed new drivers for my graphics card. Before the install i was running at 980 MHz Core Clock and 60 FPS -/+ 5 while playing games. But now those numbers are jumping up and down. The Core clock is jumping around from 300- 960 MHz mostly staying close to 300 to 500. My FPS has also started jumping around also, mostly staying around 30 and then jumping to 40-60 randomly. The game that I'm running is GTA V. When I run Kombuster my core clock and FPS are sitting around the 980 MHz and 60 FPS mark. Also another thing is that my RAM usage seems to be kinda low only using about 3454 MBs while in game. Hi Bert

Do you have the power efficiency settings in your new AMD driver settings page? Make sure it's turned off.

I had the same problem with my R9 380...eventually I started using an unofficial overclocking mode because it kept dropping :(.

I have checked in the gaming, video, display, Eyefinity, System and preference tabs there is no power efficiency setting that I can find.

Sorry if i sounded short or anything with my responses. I did find the power efficiency setting. It's in the games tab under global. I have been so frustrated after the install of the new drivers that i didn't see it because i was looking fast and not taking the time to read the boxes names and checking them. Thanks for your help. Second question if you don't mind answering. Would you by any chance happen to know why the game requires 8 gbs to play and my system is only using 3486 MBs during game play?

No problem at all. I'm glad you found it.

Game developers say you need X amount of RAM just in case you have a lot more programs running than the average person, or they plan on adding more stuff to the game eventually.

Windows 7 is pretty light so 3486Mb sounds about right. The system only uses what it needs to.
