Question GPU Core clock speed stuck at 300 Mhz GTX 1660 Ti

Hello everyone! My laptop is Lenovo Legion Y540.
Regardless of the task I'm doing (whether I would play games or listening to music) my GPU Core speed is stuck at 300 Mhz (I should get around 1450 Mhz while playing games) which result in very low fps in games and low performance in 3D Mark.

I've reinstalled GPU and CPU drivers (to newest versions / to the ones Lenovo recommends), I've reset BIOS settings to default, nothing seem to work.
I am plugged in, my CPU doesn't have iGPU (i7-9750 HF).

I'm not sure where I can check my power limits in gpu-z? If you mean "Board Power Draw" I can confirm that regardless if I'm idle or e.g. during benchmark max power draw looks to be around 170 W. The thing is, I tried and cannot change power limit eg. using MSI Afterburner.
