gpu, cpu for max settings at 1360x768p monitor

Hey guys, I have 768p monitor and my question is what gpu and cpu I need for max settings, playing the latest games that came out?

I wouldn't say it's overkill. You'll get better frame rates in games like Witcher 3 which punish any CPU/GPU combo.

I just want to play at 60fps, max settings at 768p. That's why im looking for a pretty good gpu and cpu.
