Gpu/cpu is underperforming?

Hi I just upgraded my system and also got windows 10 pro so I put in all my stuff tested it and it was nothing like the benchmark videos and I'm wondering if anyone has any idea why its doing this? In the benchmark videos it shows Fortnite and the the CPU is at 80% and the GPU at 99%with 80 fps whenever I play it my CPU is at 100% and my GPU is at 40% and also my temps are not high they are at about 40 degrees. My specs:
PSU: Corsair 650W.
RAM: 2 x 4gb 2400MHz Patriot Viper Elite Series.
MOB: B360M-DS3H.
GPU: Nvidia Geforce GTX 1060 3GB OC Edition.
CPU: i3 8100 quad core.
 
If you upgraded an older system and replaced the motherboard but didn't reinstall Windows start there. Changing motherboards without reinstalling windows can cause issues.

Be sure you have all the latest Intel Chipset drivers (available from the motherboard manufactures support page) and the latest Nvidia drivers (Available from Nvidia.com)

Also try adjust the settings in fortnite, try turning them up if you have them set on the lowest.
 

I had windows 7 but the motherboard didn't work with it so I got windows 10 pro and did a clean install of it and I also have the latest drivers from Nvidia but I haven't checked my intel drivers Is there a link you have to where I can install the latest drivers? I also forgot to mention but whenever I run Fortnite I get about 40-60 fps It's pretty rare I get 60 fps it's only when I'm in secluded areas with not a lot of things going on.
