gpu/cpu possibly? stuttering when first starting

Last week we had a brownout or blackout while i was gone for a few minutes. I left World of Warcraft running as I just needed to go walk the dogs and come back. I ended up being gone longer than I thought and when I came back my PC was off. When I turned it on I got the "windows did not shut down properly screen". this was during a heatwave so I suspect that there was a brownout. I have everything plugged in an old power strip that is supposed to protect from power surges. Anyways now when i open a game the PC gets louder and the game skips or freezes for about 30 seconds to 1 minute then acts fine. Could something be wrong with my GPU? is this noise what I see people talk about a whine from GPUs? or is it something like my CPU or motherboard? I built my PC in Nov 2015 so its not even a year old yet. the only other thing I did differently is downloaded corsair software for my K70 lux rgb keyboard. Any advice would help as I am a noob to the PC world still.

TLDR : after a possible power outage my PC freezes or lags when I start a game. It sounds like its struggling and I'm guessing the noise comes from the GPU but not sure. After about 45 seconds it runs fine. How can I fix this?
