Question GPU/CPU Temps are high and games are stuttering

In my laptop my GPU is reading temps to 90 degrees Celsius, and my CPU is rising to temps of 98 degrees Celsius when playing games now. The game are FPS dropping very badly, to the point where games that were running on the highest settings now can barely run.

Would reapplying thermal paste to a GPU/CPU in a laptop help with temps?

I've never applied paste to either of these components in a laptop.

CPU - i7 2.20GHZ, 6 cores
16GB of Memory
Nvidia GeForce GTX 1060

Any weird softwares that could be running in the background?

Are the fan speeds scaling properly with the heat?

And reapplying paste for the first time is a huge challenge, make sure to do extensive research and watch a lot of tutorials.

I haven't looked into fan scaling. Right now the bios is stock. It should not have much. I recently reformatted the system.

I've applied paste tons of times to a desktop. Just trying to figure it out for a laptop. I was thinking of doing all of this, and also buying a laptop cooler to place under it for airflow.
