GPU debug light suddenly!

So, here is the issue. My PC will not boot. The motherboard debug lights show the gpu light on (solid) for a few seconds then for a split second it shuts off and the DRAM light blinks on the on VERY quickly only to go back to solid gpu light for a few seconds and repeat. I have tried reseating, clearing/shorting cmos, checking all plugs, checking for bent pins, testing power supply, changing RAM brands and even changing where they are plugged as well as using only one, changing out cpu with brand new copy, checking I didnt have too much thermal paste, there are no screws behind motherboard causing a short, tried breadboarding it and so on.

CPU: Ryzen 5 1600
RAM: Corsair Vengeance 16gb (2x8gb) 2400mhz ddr4 (Also tried GeIL EVO SPEAR 8gb (2x4gb) 2400mhz ddr4)
Motherboard: Gigabyte X470 Ultra Gaming rev. 1
GPU: AMD Radeon rx Vega 56 8gb
HDD: WD Blue 1tb 7200rpm
SSD: 1->PNY 240gb (System Drive)
2->SanDisk 120gb
PSU: Corsair CX650M 650 Watts ATX power supply

I really have no clue what is wrong with this thing. I pressed restart instead of sleep by accident since I was done for the night and the thing wouldn't start back up. Before anyone asks, I did NOT change any settings whatsoever. I was merely playing some Division. Everything worked fine for a long time before today.

Any help would be EXTREMELY appreciated!
 



Yeah, every drive was disconnected when I breadboarded it. And I am 100% positive the power supply is working since I tested it on my very old and junky desktop pc (used solely as a backup or a test pc) and it started up like normal.

I did move the one memory around in different slots, now that I look at it it is kind of vague but I posted that in my question. Sorry I wasn't clear enough.

I might as well just return the MB at this rate. There really isn't much I can do about this and I know if I take it to a repair shop they will most likely say "the board is defective" and charge me for it. That happened to me a while ago and I had to pay $130 for them to tell me something I already knew.

Anyway, enough of my ranting. I really appreciate taking the time to help! Right now, I am just tired of AMD at this point.

Here is a different question: Is Intel closer to the "plug-and-play" aspect? Less compatibility/reliability issues? I think I remember seeing in multiple areas that Intel is much manageable to put together hardware...
