GPU Detection Issue.

This is my 4th rig, having a new and frustrating issue.

Just bought a Gigabyte GA-990FXA-UD5 r1.1 mobo and FX-8350 4.0ghz CPU. New Rosewill Thor case.

Using these with other gear I was already using:
750w PSU
2x GTX 560TI's
Samsung Pro SSD 250gb (model 870 I think?)
Old ram, 3x 4gb corsair something, 1066mhz (waiting on the new ram to get here.)
Noctua heatsink

Hooked everything up and everything is running fine except for my secondary GPU. The top x16 slot is working fine, and I've tried both cards in there separately and they both work solo. Also tried 2 different SLI bridges just to be sure (although I don't think that would affect detection.)

I tried the 2nd card in the x8 pci slot also, no dice. It seems to me the first x16 slot works and no other pci slots are working or active.

I cannot, for the life of me, get the 2nd card to run. Fans run, it has power, doesn't show up in device manager, nvidia control panel or even in the windows display settings.

I thought maybe there'd be a weird setting in BIOS to activate the other pci slots but I can't seem to find anything, and I've been googling this issue for about 5 hours now with no luck. I'm not normally the post on a forum guy but I am really close to taking it apart and sending the motherboard back.

I updated MOBO BIOS to ver. F11 via the @BIOS included software which will update the bios from within windows (I'm not a genius with BIOS so this seemed safer.)

Immediately before I put all the old stuff on the new motherboard with new CPU both GPU's were working together fine.

Any ideas why a second GPU won't show up?
