Question GPU/Display Drivers Crashing

The last few weeks I've been having pretty bad crashing issues when I play any game and/or watch videos. I have a 1080 Ti DUKE from MSI, bought around release. I'll note that it's plugged in to the PSU with extension cables. though I tried without them and nothing changed. My CPU is an i7 7820X, not OC'd, never had troubles with it. My RAM is 3x8GB DDR4, one stick died on me at one point but I don't think this is a memory problem.

So here's what happens:
I open any game, play for 2 minutes, then I get either a full-on crash (screens go black/white, GPU lights turn off) or I get a "stack-based buffer" error along with "display driver nvlddmkm stopped responding" in system logs (GPU lights also turn off, but displays stay on?).

Here's what I've tried, based on other people having similar problems and my own intuitions:
Changing second monitor to same resolution as first monitor
Underclocking GPU
disabling XMP memory profile in BIOS
Reverting drivers to a previous release when I wasn't having problems

The temps on the GPU and elsewhere are fine.

Is this a power supply issue? or a GPU issue? Or a driver issue? Unfortunately I don't have any spare parts to test piece by piece which component it is.
