GPU, display or Driver problem?

Why do some pixels tend to lag behind when I am moving in fast motion. I have an AMD R7 M260 GPU and it works well with mid tier games like Dota 2, but games involving fast paced motion like COD Ghost and WarThunder it seems that there are some pixel streaks that is so annoying? Anyone can explain why this is happening?

P.S.
I also have the latest driver installed.

try the monitor on another computer running the same games to see if still has problem or not.
