GPU doesn't display

I have recently gotten a new Gigabyte R9 380 GPU. When I install it into the PCIE x16 slot it doesnt "click" in but it feels and looks in place. When i plug in the DVI to the monitor it doesnt display anything at all. When i take it out and use the APU graphics my computer works fine and the display on the monitor works.
I dont know if its something wrong with the graphics card such as it being DOA since when I plug in the 8 pin power adapter to it, the windforce lights and fans turn on, but it gives no display.
Or if it is something wrong with the mobo.
I've tried disabling integrated graphics and taking the card out and putting it back in multiple times.

Please help and I can provide aditional deatils if needed.
Specs:
CPU: a10-5700 APU 3.4 ghz
MOBO: msi ms-7778
RAM: 8gb DDR3
PSU: EVGA 500B

Oh and going into the device manager will not solve this issue it must be set up in the bios if it is like you said then your good there so if you have a way of testing your card with a different PSU or a friend or another pc with more then 500 watt PSU then I would try that route. I have 2 in 2 different pc R 290 it wont run on anything less then a 650 watt good PSU ...

HP bios is weird and it doesnt seem like there is an option in the bios to disable, but i did go to the device manager and disabled the graphics there. On the gigabyte website it says that 500w is enough though. Any other ideas?

I did go to the BIOS and it says that PCIEx16 slot is "enabled" so yeah

Im just gonna RMA it and get a powercolor r9 380
