Question GPU downclocks to 200-400 mhz for a few seconds after 5 minutes in-game

So,I have a weird problem on my hands.This september,I bought a new Dell G5 5587 with Linux on it and installed Windows 10 on it.Everything went smooth for until around November,when playing games,CPU started to go up to 95-100 C,and GPU to 91 C,causing CPU to go to 800 Mhz for about 10 seconds after around 10 minutes of playing almost any game(this didn't happen in FIFA 19,LOL or WOW Wrath of the Litch King,but happened on the rest of the games like CSGO,STAR WARS BATTLEFRONT or PUBG).Since the laptop was new,dust didn't have time to settle on the fans yet,and idle temperatures were around 39-44 CPU and 43-51 GPU.

Tried Windows 10 reinstall,but still nothing.Eventualy,updated BIOS from 1.2.1 to 1.6.1,and the result was that idle temperatures are now around 45-55 CPU and 49-61 GPU,but in-game they reached 83-88 C CPU(my CPU being able to go up to 95 C as a safe zone) and a maximum of 77 C GPU(with a 92 C limit).Games ran once again smooth and everything was great,but after 1-2 days since the bios update,this again started to happen,only now,dispite of temperatures being the ones specified after BIOS UPDATE,after 5 minutes of playing a game GPU downclocks to 200-400 mhz at 77 C,reaching 99% usage just during this downclock(ex.it's 70 %,goes 200-400 mhz and 99% for 5 seconds,comes back at 70% and normal clock,then after 4 seconds,it does that again) and it does it over and over again until I close the game

What can I do?I am at the peak of dispair,since I spent so much money on this laptop and it now became unable to properly do the job I bought it for.

make sure the fans are spinning, id normally suggest checking for dust, but u allrdy stated its not that. have u tryed a cooling pad? even the cheap $10 ones from Walmart help allot. it may also just be bad thermal paste application

Are you sure the fans work? Do they work when they should? Maybe they are for some reason on unrealistically quiet fan curves. Are the vents perhaps obstructed? Then again, it could also be a driver issue. I had an issue with the Ryzen in my laptop getting stuck at 380 MHz if the laptop had at any point after boot been on battery power, and my understanding is that it's a Windows bug. Kinda got it fixed by removing the CPU "driver" in Device Manager.

My fans are spining,even making a pretty loud sound.Also checked and even with every profile set on performance(incl Nvidia and power plans) still the same.Still I find it weird that it worked normaly 2 days after updating bios,the the issue came back.Also,could Windowd 10 Creators Update(witch I happen to have installed) generate this as a bug?
