GPU Driver Causes Boot Loop and disfunctional GPU

This happened after I reformatted my PC, after setting up the basic drivers for Mobo and some softwares. The GPU was intact during this time and I'm using it as a primary display than the built-in VGA, After downloading some drivers and software from the Mobo Manufacturer site I installed everything and all seems okay including the VGA driver that came from the Mobo's page. But whenever I install the GPU drivers using either a downloaded latest version from the GPU site or the CD the boot loop occurs, also note that whenever the GPU is used and the AMD driver installed from the Mobo manufacturer, everythng works fine except that I cannot access any CCC funciton popping-errors, The PC cannot also detect the GPU using dxdiag and other monitoring options available at my PC atm. Safe mode works though, uninstalling GPU driver will cure the boot loop. Don't know if I've done something wrong with the process of formatting, the GPU looks fine physically since their were no harm done to the unit, not sure though.

Mobo : Asrock FM2A55M-VG3+
CPU : AMD A-4-5300 APU @ 3.4Ghz with Radeon HD
GPU : Powercolor Radeon HD 7750 128-bit 2GB DDR3
RAM : 4GB Kingston DDR3 @ 1066Mhz
OS : Win 7 Ultimate SP1

I'm kind of having a hard time configuring it in BIOS since it only display these option for the north bridge configuration.

IOMMU(disabled)
Primary Graphics Adapter(PCI / PCI Express, selected Express)
Onboard VGA(disabled)
Dual Graphics / Surround sound view 9disabled)

I manually disabled 3 options and choosing between PCI and PCI express to see if it'll fix the loop after installing the CD drivers for the GPU..

That's where I downloaded the Soft copy of the latest GPU driver and yes, I have the latest .Net framwork 4.6.1. I've dowloaded both from AMD and from Powercolor just in case, Both worked fine and yet casued the boot loop. On the other hand, auto detect driver from AMD and the manual crimson driver installation are being blocked atm by .NET since their installation programs are from lower .NET version. Dunno why this is happening since I installed a similar driver from the crimson edition and I had no issues.

Yes i've downloaded that as well. I even tried another method using device manager but that didn't cure to problem, I also tried using the built-in GPU and installed the APU driver, still no dice.
