GPU Dropping Frames

So I just got my new NVIDIA GeForce GTX 750 Ti Super Clocked edition and I am using it with my AMD Athlon X4 Quad Core 860k 3.70 GHz. I looked at the benchmarks for CS:GO and H1Z1. The benchmark for CS is around 170 fps. I am running around 150, which is good, until around every 30 seconds I drop to around 20-50 fps for around 15 seconds. The same thing is happening for H1Z1 and all of the other games I play. All suggestions are appreciated, thanks.

Have you looked at your temperatures? Sounds like thermal throttling to me.

My temperatures are running high, and I just noticed that one of my fans to cool my liquid cooling is broken. I just ordered a new fan and when I install it I will get back to this thread to see if it is still dropping frames, thanks.
